Covid: as rules on mask wearing in England return, what exactly is the law?

As part of targeted measures to prevent the spread of the new Covid-19 variant Omicron, from 4am on 30 November, people in England will be required by law to wear a face covering in certain places.

The measure will be introduced as a precaution while more information is gathered and assessed on the variant’s transmissibility and any possible effect on Covid-19 vaccines, Downing Street said.

Face coverings are compulsory in shops and settings such as banks, post offices and hairdressers, as well as on public transport, unless individuals are exempt. Hospitality settings are excluded from the rules, except takeaways that do not offer consumption of food or drinks on the premises.

Boris Johnson said: “The measures taking effect today are proportionate and responsible, and will buy us time in the face of this new variant. Based on everything we know, our vaccines and boosters remain our best line of defence, so it is more important than ever that people come forward when eligible to get boosted.

“Not only will today’s steps help us slow down the variant’s spread, but they will help us protect each other and the gains we have all worked so hard for.”

The measures will be reviewed in three weeks.

Where you will have to wear a face covering

The new rule applies to:

  • All public transport, including taxis and private hire vehicles, and transport hubs (airports, rail and tram stations and terminals.
    maritime ports and terminals, bus and coach stations and terminals)

  • Shops and supermarkets and generally places that offer goods or services for retail sale or hire, enclosed shopping centres and indoor markets.

  • Takeaways without space for consumption of food or drink on the premises.

  • Premises providing personal care and beauty treatments such as hair salons, barbers, nail salons, massage centres, tattoo and piercing studios.

  • Auction houses and retail galleries.

  • Post offices.

  • Banks, building societies, high-street solicitors and accountants, credit unions, short-term loan providers, savings clubs and money service businesses.

  • Estate and lettings agents and retail travel agents.

  • Pharmacies.

  • Vets.

Masks must also be worn during driving lessons and driving tests.

Where you don’t have to wear a face covering

All hospitality venues are exempt, including pubs, restaurants, cafes and canteens, bars, restaurants and bars in hotels or members’ clubs, and shisha bars.

Also exempt are photography studios, as well as premises – other than registered pharmacies – providing medical or dental services, audiology services, chiropody, chiropractic, osteopathic, optometry or other medical services including services relating to mental health.

What are the punishments for non-compliance?

People who are not wearing a face covering where they have to can be fined in form of a fixed penalty notice and ordered to pay £200, rising to £400 for the second such offence, and to £800 for the third, up to a maximum of £6,400 in the case of a sixth and subsequent fixed penalty notices.

Who will police this new law?

The new requirement to wear a face covering in certain places can be enforced by a constable, a police community support officer, a TfL officer, staff of public transport operators, or any person designated by the secretary of state for the purposes of this regulation.

These people can direct a person to wear a face covering or direct that person to leave the relevant place and, where a person does not comply with a direction given to them by a constable, the constable may remove them from the relevant place.

Proceedings for an offence under these new regulations may be brought by the Crown Prosecution Service, Transport for London or any other person designated by the secretary of state for the purposes of this regulation.

All contacts of suspected Omicron cases must self-isolate, regardless
of their age or vaccination status. They will be contacted by NHS test and trace, Downing Street said.

The face mask mandate will expire at the end of 20 December 2021.

One year left to spend your paper £20 and £50 banknotes

News release

The Bank of England will be withdrawing legal tender status of the paper £20 and £50 notes after 30 September 2022, and we are encouraging anyone who has these at home to spend or deposit them at their bank or Post Office.

There are approximately £9 billion worth of paper £20 and £15 billion worth of paper £50 notes still in circulation. As they are returned to the Bank of England, these are being replaced with the new polymer £20 notes featuring J.M.W. Turner, and polymer £50 notes featuring Alan Turing. After 30 September 2022, the new polymer notes will be the only ones with legal tender status.

After 30 September 2022 people with a UK bank account will still be able to deposit withdrawn notes into their account. Some Post Offices may also accept withdrawn notes as payment for goods and services or as a deposit to an account accessed via them.

Speaking ahead of the date, the Bank of England’s Chief Cashier Sarah John said “In recent years we have been changing our banknotes from paper to polymer because this makes them more difficult to counterfeit, and means they are more durable. The polymer £20 featuring the artist J.M.W. Turner, and the polymer £50 featuring the scientist Alan Turing are now in wide circulation, and we are in the process of withdrawing their paper equivalents. So we want to remind the public that they have one year from today to spend their paper banknotes.”

The new polymer £20 was first issued on 20 February 2020, and the polymer £50 note was first issued on 23 June 2021. These notes complete the Bank of England’s first polymer series. The introduction of polymer banknotes allows for a new generation of security features which make them even harder to counterfeit. The notes are also resistant to dirt and moisture and so remain in better condition for longer. These notes also have tactile features that allow the blind and partially sighted to use them.

Therefore there has been less time to withdraw these paper £50 notes, and more remain in circulation relative to the paper £20 notes.
  6. Clydesdale Bank, Royal Bank of Scotland and Bank of Scotland are also in the process of withdrawing their paper £20 and £50 notes and suggest that retailers and the public spend or deposit these notes by 30 September 2022 as well.
  7. Turner was revealed as the character for the £20 note in April 2016. The selection of Turner is the first time the Bank of England has used the more open and transparent character selection process announced in December 2013. The process began in early 2015 with the formation of the Banknote Character Advisory Committee which as its first act selected the visual arts field. This was followed by a two month nomination period in summer 2015 during which members of the public could suggest a figure from the visual arts. The Bank received 29,701 nominations covering 590 eligible characters. The Committee, with input from public focus groups, then produced a shortlist which it discussed in detail with the Governor who made the final decision.
  8. Turing was revealed as the character for the £50 note in July 2019. Alan Turing was chosen following the Bank’s character selection process including advice from scientific experts. In 2018, the Banknote Character Advisory Committee chose to celebrate the field of science on the £50 note and this was followed by a six week public nomination period. The Bank received a total of 227,299 nominations, covering 989 eligible characters. The Committee considered all the nominations before deciding on a shortlist of 12 options, which were put to the then Governor Mark Carney for him to make the final decision.

Unlike in the UK, when a public holiday falls during a weekend in France, there is no extra compensating holiday on the following Monday. However, "le pont" - the bridge - is a popular French institution, and when a public holiday falls on a Tuesday or a Thursday, many workplaces remain closed for the Monday or Friday too, meaning that certain services will be closed for four days. However, shops and banks and post offices tend to open normally when there is a "pont".
Note also that most public museumsare closed on TUESDAYS - but this is not always the case.

Sundays in France, when most shops are closed

Don't expect to find shops open in France on Sundays. Sunday in France is still for most people a day of rest, and most shops are not allowed to open, except in specific locations at at certain times of year. Sunday is a day for window shopping in French towns, for most of the year. Large shops are now allowed to open on Sundays in tourist resorts (including parts of Paris) in the holiday period (which in Paris means all year); elsewhere, in the cities, Sunday opening is only allowed on a limited number of Sundays in the run-up to Christmas
   Nonetheless, small corner shops and essential services (such as boulangeries, small supermarkets) can open on Sundays if they want to, and indeed Sunday is the busiest days of the week for many patisseries. So in any town, it is usually now possible to buy fresh bread and groceries on a Sunday, particularly on Sunday morning. More information on the Shopping in Francepage.
  In recent years, French shops and shoppers have been increasingly demanding more freedom to open on Sundays. Since 2015, shops have beeen given more freedom to open on Sundays - notably  garden centers  furniture stores and shops in tourist areas.

Sunday shopping in Paris

Paris now has seven "tourist zones" - including the Champs Elysées, the rue de Rivoli, the boulevard Saint Germain, Montmartreand the Marais, where shops can open on Sundays. In addition big Paris department stores Galeries Lafayette and BHV le Marais are open Sunday.
  On the outskirts of Paris two large shopping centres ("zones commerciales") are open on Sundays. One Nation Parisat Les Clayes sous bois, near Versailles, is the largest fashion factory outlet village in France. La Vallée Village Chicis a large factory outlet shopping village near Disneyland.


Other tourist locations

    More and more shops are now open in tourist resorts- defined as places where tourism is a major activity - during their tourist season; which means that nowadays, in seaside resorts, Paris, and even in small country towns, essential supermarkets, shops that cater largely for tourists, and  and some other shops now open on Sundays. Sunday opening however is often just Sunday morning, so it is best not to plan a shopping trip anywhere in France on a Sunday afternoon, except in the busiest tourist hotspots.

Intercity train services operate more or less as normal on Sundays; suburban and urban transport operators, including the Paris Metro, run a lighter service, particularly on Sunday mornings.

Mondays in France
Particularly in small provincial towns, many shops are closed on Monday morning - so don't plan a big shopping trip on a Monday morning if you are on holiday in rural France. A lot of French provincial museums and monuments are also closed on Mondays. However supermarkets tend to be open as normal on Mondays, even in small towns.

Tuesdays in France
This is the day on which a lot of museums and national monuments are closed. It is particularly the case with national monuments and museums, such as the Louvre and the Centre Pompidou in Paris. 

Summer holidays
Many businesses, administrations and shops will actually shut down completely for a week or two in Late July or early August, though shops are unlikely to close during this period in tourist areas. The closure of public administrations during August can be particularly frustrating.

Other disruptions to normal service
Strikes and barricades France has the reputation of being a country prone to strikes. In actual fact, it is not a country where strikes are particularly commonplace; it is just that they tend to occur in high-profile sectors, in places where they are very visible and affect the lives of millions of ordinary men and women; i.e. in public services and in the transport sector.
  Public transport is a sector frequently affected by strikes, that can bring rail services or airports to a halt nationally or regionally; and all kinds of workers in France have a habit of blocking roads, ports and railway lines in defence of their objective. Such events are strongly mediatized, but actually relatively rare. Foreign tourists often find it hard to understand why blockades are not quickly dispersed by the police; but this is part of the French way of life, a legacy of the Revolution and the spirit of the "barricades". Increasingly, police are brought in to disperse blockades, but generally not until after the striking workers or students have had time to make their point.

Can the Post Office really plug the gap as bank branches are shut down?

Banks have closed down thousands of high-street branches over the past three decades and instead ploughed millions into the Post Office to serve people’s basic banking needs. But customers are uncomfortable embracing the Post Office as the alternative to a physical branch, new Which? research reveals. 

The UK has lost almost two-thirds of its bank branch network in the past 30 years, leaving a fifth of households more than three kilometres from their nearest current account provider. 

Although the Post Office is uniquely positioned to take up some of the slack – with a network that dwarfs that of the major banks and building societies combined – consumers have told Which? they are not yet convinced that it can offer a suitable alternative to bricks-and-mortar banks.

Mapping the banking blackspots

To better understand the scale of branch closures, we mapped network data from all current account providers* in the UK. 

Between them, these banks and building societies have only 7,586 branches left in the UK. Thirty years ago, Parliamentary figures put the total at 20,583, although these figures are not directly comparable. 

Our exclusive map, below, reveals the growing lack of access to banks in the UK, and the areas hit the hardest.

Do we still need bank branches?

While overall branch footfall is in decline, most people still use physical branches. Almost nine in ten (86%) told us they’d visited a bank branch at least once in the past year, in a nationally representative online survey of 2,049 GB adults in September 2018.

When we asked about the impact of branch closures, eight in ten (83%) said branches should stay open for those who are unable or unwilling to use alternatives, while three quarters (77%) said we need branches in case there are technical problems with digital alternatives.

These concerns are fair – a red-faced TSB locked up to 1.9 million online and mobile customers out of their accounts following a botched IT upgrade earlier this year, while Barclays, HSBC and Royal Bank of Scotland Group (RBS) have all experienced outages in recent months.

Basic banking at the Post Office

For almost two years, high-street banks have been paying the Post Office to let small business and personal current account customers access over-the-counter services.

Yet only 55% of adults are aware that they can use post offices for banking, and 47% are unlikely to do so in the future.

This mirrors findings from Citizens Advice, the body that resolves disputes between consumers and the Post Office.

‘Research from Which? echoes our own – we also found relatively few people know post offices provide basic banking services,’ says Gillian Guy, Chief Executive of Citizens Advice.

‘And of those who did know, only about one in two said they’re using them. We want the government, the Post Office and banks to raise awareness, and help improve the banking services post offices offer, to ensure they meet consumer needs.’

Post Office banking is limited to basic activities: checking your account balance, withdrawing money, paying in cash and cheques (you’ll need a paying-in slip from your bank).

The list of what you can’t do is substantially longer – whether transferring money from your account (29% of adults had done this in the past year), or seeking advice and making enquiries about savings (12%); current accounts (9%); credit cards (5%); mortgages (4%); and personal loans or investments (3%).

Banks themselves usually demand that customers call into a local branch for anti-fraud checks, or to make an appointment to discuss more complex matters and important legal documents, such as lasting power of attorney or grant of probate.

None of these tasks can be completed at the Post Office.


Which? member Ann Smith, from Purley in Surrey, said the closure of her local bank branch last year has had a major impact on the way she banks:

‘The reason given was a reduction in customer footfall, but I had never gone into the branch when there was no queue. I think the real reason was the high business rates imposed by Croydon council.

‘While post offices meet the need for access to cash – a need that online banking doesn’t meet – other transactions can’t be undertaken there. Telephone banking has proved to be of only limited use. It’s nonsense to claim that people don’t need branches anymore. 

‘Despite its sentimental radio and TV ads, I feel my bank doesn’t really care about its customers. Many of us feel that our loyalty has been for too long taken for granted and are taking our hard-earned savings elsewhere.’


The changing face of the Post Office

When we asked people who are unlikely to use the Post Office for banking to explain their reluctance, six in ten (59%) said they simply prefer to deal directly with their bank. And more than a quarter (28%) were worried about staff lacking expertise in financial services.

Others voiced concerns that post offices have long queues (42%) and aren’t private enough to deal with personal finances (32%).

With only 262 directly managed Crown branches left, an increasing number of post offices are situated inside newsagents, convenience stores and retailers such as WHSmith. And the number of mobile outreach services – which are hosted in vans, village halls and local pubs for a few hours each week – has soared from 938 in 2010 to 1,518 today.

The Post Office told Which? that it takes its responsibility to bring vital services to local communities very seriously – and that customers speak highly of its outreach services.

But we believe that this goes some way to explaining the perception that post offices aren’t always suitable for financial transactions.

A solitary counter in a corner shop or the local boozer isn’t many people’s idea of a private or personal service, not to mention a potential barrier to those who rely on car parking spaces, wheelchair access or seating, which smaller retailers are less likely to have.

 

What are banks doing?

Banks are taking steps to help customers most affected by closures, for example, NatWest and Royal Bank of Scotland deploy ‘Community Bankers’ – professional bank staff who travel to areas with no branches and meet customers in shared local spaces, such as libraries, council buildings or leisure centres.

Both RBS Group and Lloyds Banking Group have invested in fleets of mobile vans to bring limited banking services to the most underserved or remote areas.

Measures to help customers adjust to the changing face of banking are welcome, but bank branches remain vital for many.

With many communities potentially struggling through the double blow of bank and cashpoint closures, Which? believes action is needed to ensure people aren’t financially excluded and denied access to cash, which millions still rely on.

*We analysed branch data from the following UK current account providers, excluding banking services within supermarkets and building societies that don’t offer current accounts: Bank of Ireland, Bank of Scotland, Barclays, the Co-operative Bank, Clydesdale and Yorkshire Banks, Cumberland BS, Danske Bank, First Trust, Halifax, HSBC, Lloyds, Metro Bank, Nationwide BS, NatWest, Royal Bank of Scotland, Santander, TSB, and Ulster Bank.
Our data combines branch data with 2011 populations in UK postcode districts. We also compared branch data with the lowest-level population statistics available, which relates to small areas containing 50-100 houses. We measured the population-weighted centre of these areas to the nearest branch, as the crow flies, providing the best estimate of how far each household in the UK is from its nearest bank. The branch data was obtained directly from banks and from publicly available records they have maintained.

Covid: as rules on mask wearing in England return, what exactly is the law?

As part of targeted measures to prevent the spread of the new Covid-19 variant Omicron, from 4am on 30 November, people in England will be required by law to wear a face covering in certain places.

The measure will be introduced as a precaution while more information is gathered and assessed on the variant’s transmissibility and any possible effect on Covid-19 vaccines, Downing Street said.

Face coverings are compulsory in shops and settings such as banks, post offices and hairdressers, as well as on public transport, unless individuals are exempt. Hospitality settings are excluded from the rules, except takeaways that do not offer consumption of food or drinks on the premises.

Boris Johnson said: “The measures taking effect today are proportionate and responsible, and will buy us time in the face of this new variant. Based on everything we know, our vaccines and are banks and post offices closed tomorrow remain our best line of defence, so it is more important than ever that people come forward when eligible to get boosted.

“Not only will today’s steps help us slow down the variant’s spread, but they will help us protect each other and the gains we have all worked so hard for.”

The measures will be reviewed in three weeks.

Where you will have to wear a face covering

The new rule applies to:

  • All public transport, including taxis and private hire vehicles, and transport hubs (airports, rail and tram stations and terminals.
    maritime ports and terminals, bus and coach stations and terminals)

  • Shops and supermarkets and generally places that offer goods or services for retail sale or hire, enclosed shopping centres and indoor markets.

  • Takeaways without space for consumption of food or drink on the premises.

  • Premises providing personal care and beauty treatments such as hair salons, barbers, nail salons, massage centres, tattoo and piercing studios.

  • Auction houses and retail galleries.

  • Post offices.

  • Banks, building societies, high-street solicitors and accountants, jose andres trump unions, short-term loan providers, savings clubs and money service businesses.

  • Estate and lettings agents and retail travel agents.

  • Pharmacies.

  • Vets.

Masks must also be worn during driving lessons and driving tests.

Where you don’t have to wear a face covering

All hospitality venues are exempt, including pubs, restaurants, cafes and canteens, bars, restaurants and bars in hotels or members’ clubs, and shisha bars.

Also exempt are photography studios, as well as premises – other than registered pharmacies – providing medical or dental services, audiology services, chiropody, chiropractic, osteopathic, optometry or other medical services including services relating to mental health.

What are the punishments for non-compliance?

People who are not wearing a face covering where they have to can be fined in form of a fixed penalty notice and ordered to pay £200, rising to £400 for the second such offence, and to £800 for the third, up to a maximum of £6,400 in the case of a sixth and subsequent fixed penalty notices.

Who will police this new law?

The new requirement to wear a face covering in certain places can be enforced by a constable, a police community support officer, a TfL officer, staff of public transport operators, or any person designated by the secretary of state for the purposes of this regulation.

These people can direct a person to wear a face covering or direct that person to leave the relevant place and, where a person does not comply with a direction given to them by a constable, the constable may remove them from the relevant place.

Proceedings for an offence under these new regulations may be brought by the Crown Prosecution Service, Transport for London or any other person designated by the secretary of state for the purposes of this regulation.

All contacts of suspected Omicron cases must self-isolate, regardless
of their age or vaccination status. They will be contacted by NHS test and trace, Downing Street said.

The face mask mandate will expire at the end of 20 December 2021.

One year left to spend your paper £20 and £50 banknotes

News release

The Bank of England will be withdrawing legal tender status of the paper £20 and £50 notes after 30 September 2022, and we are encouraging anyone who has these at home to spend or deposit them at their bank or Post Office.

There are approximately £9 billion worth of paper £20 and £15 billion worth of paper £50 notes still in circulation. As they are returned to the Bank of England, these are being replaced with the new polymer £20 notes featuring J.M.W. Turner, and polymer £50 notes featuring Alan Turing. After 30 September 2022, the new polymer notes will be the only ones with legal tender status.

After 30 September 2022 people with a UK bank account will still be able to deposit withdrawn notes into their account. Some Post Offices may also accept withdrawn notes as payment for goods and services or as a deposit to an account accessed via them.

Speaking ahead of the date, the Bank of England’s Chief Cashier Sarah John said “In recent years we have been changing our banknotes from paper to polymer because this makes them more difficult to counterfeit, and means they are more durable. The polymer £20 featuring the artist J.M.W. Turner, and the polymer £50 featuring the scientist Alan Turing are now in wide circulation, and we are in the process of withdrawing their paper equivalents. So we want to remind the public that they have one year from today to spend their paper banknotes.”

The new polymer £20 was first issued on 20 February 2020, and the polymer £50 note was first issued on 23 June 2021. These notes complete the Bank of England’s first polymer series. The introduction of polymer banknotes allows for a new generation of security features which make them even harder to counterfeit. The notes are also resistant to dirt and moisture and so remain in better condition for longer. These notes also have tactile features that allow the blind and partially sighted to use them.

  6. Clydesdale Bank, Royal Bank of Scotland and Bank of Scotland are also in the process of withdrawing their paper £20 and £50 notes and suggest that retailers and the public spend or deposit these notes by 30 September 2022 as well.
  7. Turner was revealed as the character for the £20 note in April 2016. The selection of Turner is the first time the Bank of England has used the more open and transparent character selection process announced in December 2013. The process began in early 2015 with the formation of the Banknote Character Advisory Committee which as its first act selected the visual arts field. This was followed by a two month nomination period in summer 2015 during which members of the public could suggest a figure from the visual arts. The Bank received 29,701 nominations covering 590 eligible characters. The Committee, with input from public focus groups, then produced a shortlist which it discussed in detail with the Governor who made the final decision.
  8. Turing was revealed as the character for the £50 note in July 2019. Alan Turing was chosen following the Bank’s character selection process including advice from scientific experts. In 2018, the Banknote Character Advisory Committee chose to celebrate the field of science on the £50 note and this was followed by a six are banks and post offices closed tomorrow public nomination period. Social welfare: Christmas 2021 payment date changes as festive bonus due within days

Thousands of social welfare recipients will begin receiving their Christmas Bonus payments from Monday.

The annual cash benefit is given to people claiming a long-term social welfare payment ahead of the festive season.

The bonus is 100% of the normal weekly long-term social welfare payment which claimants receive, with the minimum amount being €20.

Recipients eligible for the payment will receive the bonus between December 6 and December 10, meaning it is just a few days until the funds are distributed.

Christmas also brings additional changes to social welfare payments because of the closure of post offices and banks.

Post offices and banks open for a half-day on December 24 and will are banks and post offices closed tomorrow open again until December 30. They will also be closed on Monday, January 3.

As a result of this, social welfare payments will be issued a few days earlier than usual.

While the Department of Social Protection has not confirmed the exact new payment dates, based on last year's adjustments, the new timelines can be predicted.
