Bangalore is the first largest urban agglomeration out of 23 metropolis, urban agglomerations and cities in India. It is among the fastest growing cities in the world.

Political and administrative reorganisation[edit]

Karnataka took its present shape in 1956, when the states of Mysore and Coorg (Kodagu) were merged with the Kannada-speaking districts of the former states of Bombay and Hyderabad, and Madras. Mysore state was made up of 10 districts: Bangalore, Kolar, Tumkur, Mandya, Mysore, Hassan, Chikmagalur (Kadur), Shimoga and Chitradurga; Bellary had been transferred from Madras state to Mysore in 1953, when the new Andhra State was created out of Madras' northern districts. Kodagu became a district, and Dakshina Kannada (South Kanara) district was transferred from Madras state, Uttara Kannada (North Kanara), Dharwad, Belgaum District, and Bijapur District from Bombay state, and Bidar District, Kalaburgi District, and Raichur District from Hyderabad state.

In 1989, Bangalore rural district was split from Bangalore and, in 1997, Bagalkot district split from Vijayapur, Chamrajnagar district split from Mysore, Gadag district split from Dharwad, Haveri district split from Dharwad, Koppal district split from Raichur, Udupi district split from Dakshina Kannada,Yadgir District from Kalaburagi and Davanagere district was created from parts of Bellary, Chitradurga, Dharwad, and Shimoga. In 2020, The State Cabinet meeting, chaired by Chief Minister BS Yediyurappa, gave in-principle approval for creation of the Vijayanagar district, which will be carved out of Ballari district, to become the 31st district in the state.Hence the world heritage site of Hampi, the erstwhile capital of Vijayanagar empire, will soon be part of a new district.

  • E-kshana is a project aimed at delivering instantaneous over-the-counter digitised caste, income, and residence certificates. The project is Aadhar linked and ration card database based, that maps nearly five crore population with their residence, caste and income. It has been created by IAS officer Mr. Munish Maudgil, Commissioner of Survey Settlement and Land Records. The database belongs to Atal Janasnehi Kendra (AJSK) of the Revenue Department.[8][9][10]

Department of Stamps and Registration[edit]

  • Maulya app has been launched by Department of Stamps and Registration to help citizens to know the guidance value of any immovable property.[11][12][13]
  • The department has launched Kaveri Online Services on 16 November 2018 aimed at making easy accessible and quick delivery of citizen services such as Encumbrance Certificate (EC) of the immovable properties, registration and delivery of documents of sale of immovable properties, mortgage, lease, power of attorney and marriage etc. as well as Certified Copies (CC) of the registered documents.[14][15][16]

The department launched website PurePrayer.com and a mobile app PurePrayer which allows devotees to book sevas, temple specific rituals and pujas as per the prescribed charges by the temples.[22][23]

Department of Public Libraries[edit]

Department of Public Libraries launched web-based and app-based digital library for the public in February 2020. The web portal www.karnatakadigitalpubliclibrary.org and the app e-Sarvajanika Granthalaya allows public to freely access digital content.[24]

Department of Skill Development, Entrepreneurship and Livelihood[edit]

The department launched Skill Connect Forum on 29 June 2020, a portal that connects employers and potential job seekers.[25]

The idea behind this is to help the extension worker who is not an expert to send it to scientists and expert in real time.[34]

Zoos Authority of Karnataka[edit]

  • Zoos Authority of Karnataka launched an app Zoos of Karnataka which lets people to make donations to Zoos in Karnataka and adopt animals as well as book entrance and safari tickets.[35]

Karnataka State Human Rights Commission[edit]

  • Karnataka State Human Rights Commission has launched an app named Manava Hakku Rakshane which can be used to complaint online and also to seek information regarding Human Rights.[36]

  • "e-spandana" is a hi-tech video conferencing video conferencing initiative of the Karnataka Government which provides one-to-one interaction between gram panchyats and district headquarters. It has been launched as a part of "Government at the doorstep of rural masses".[37][38]

Legislature[edit]

The state legislature is bicameral and consists of the Legislative Assembly and the Legislative Council. The Legislative Assembly consists of 224 members with one member nominated by the governor to represent the Anglo-Indian community. The term of office of the members is five years and the term of a member elected to the council is six years.[43] The Legislative Council is a permanent body with one-third of its members retiring every two years.[44]

Ministry[edit]

The government is headed by the governor who appoints the chief minister and his council of ministers. The governor is appointed for five years and acts as the constitutional head of the state. Even though the governor remains the ceremonial head of the state, the day-to-day running of the government is taken care of by the chief minister and his council of ministers in whom a great deal of legislative powers is vested..

The secretariat headed by the secretary to the governor assists the council of ministers. The council of ministers consists of cabinet ministers, ministers of state and deputy ministers. The chief minister is assisted by the chief secretary, who is the head of the administrative services.

As of August 2021, the Government of Karnataka consists of 30 ministers including Chief Minister.

The Chief Minister of Karnataka is the chief executive of the Indian state of Karnataka. As per the Constitution of India, the governor is a state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Karnataka Legislative Assembly, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Given that he has the confidence of the assembly, the chief minister's term is for five years and is subject to no term limits.[45]

Karnataka Panchayat Raj[edit]

(Rule of Village Committee) is a three-tier system in the state with elected bodies at the village, taluk and district levels. It ensures greater participation of people and more effective implementation of rural development programmes. There will be a Grama Panchayat for a village or group of villages, a taluk level and the Zilla Panchayat at the district level.

All the three institutions will have elected representatives and there is no provision for nomination by the government to any of these councils. s the first in the country to enact new Panchayat Raj Act incorporating all provisions of 73rd Amendment to the Constitution. Karnataka Panchayat Administrative Service, popularly known as KPAS, is the civil service of Karnataka state in India. The Rural Development and Panchayat Raj Department conducts exams to recruit candidates for the service. The KPAS officers are usually appointed as Panchayat Development Officers known as PDO. They are trained under the Abdul Nazeer Sab State Institute of Rural Development and Panchayat Raj (ANSSIRD PR), Mysuru

Urban Local Governance[edit]

Urban areas in Karnataka are governed by different municipal bodies; 10 Municipal Corporations, 59 City Municipal Councils, 116 Town Municipal Councils, 97 Town Panchayats and 4 Notified Area Committees.[46] The Municipal Corporations are administered under the State under Karnataka Municipal Corporations Act, 1976, while the rest are under the Karnataka Municipalities Act, 1964. The administration at Bruhat Bangalore Mahanagara Palike is overseen by the state government directly, while the Directorate of Municipal Administration does it for the rest of the urban local governments in Karnataka.[47] The categorisation of urban areas is done on the following basis:[48][49]

The Karnataka Municipal Corporations Act, 1976 mandates constituting both Ward Committees and Area Sabha in each corporation.[49] The rules for setting these up are given in Karnataka Municipal Corporations (Wards Committees) Rules, 2016.[50] Ward Committees in the state have been defunct in cities where they have been formed, with the meetings being erratic or not publicised to the ward members.[51][52][53] Since the provision for setting up Ward Committees was only given in the municipal act meant for municipal corporations, only cities with population of 3 lakh or more were mandated to form them. In January 2020, the Urban Development Department of the Karnataka Government announced that Ward Committees would be formed in all urban local bodies in the state, irrespective of their population.[54]

Executive[edit]

A district of an Indian state is an administrative unit headed by a deputy commissioner or district magistrate, an officer belonging to the Indian Administrative Service. The district magistrate or the deputy commissioner is assisted by a number of officers belonging to Karnataka Civil Service and other Karnataka state services.

A Deputy Commissioner of Police, an officer belonging to the Indian Police Service is entrusted with the responsibility of maintaining law and order and related issues of the district. The commissioner is assisted by the officers of the Karnataka Police Service and other Karnataka Police officials. A Deputy Conservator of Forests, an officer belonging to the Indian Forest Service, is responsible for managing the forests, environment and wildlife related issues of the district. He is assisted by the officers of the Karnataka Forest Service and other Karnataka forest and wildlife officials. Sectoral development is looked after by the district head of each development department such as PWD, Health, Education, Agriculture, Animal husbandry, etc. These officers belong to the State Services.

Police Administration[edit]

The state is divided into 30 police districts, 77 sub-divisions, 178 circles, State Police consists of 20 police districts, 6 Police Commissioners at Bangalore, Mysore, Mangalore, belgaum Hubli-Dharwad and Kalaburgi cities, 77 sub-divisions, 178 circles, 927 police stations, and 317 police outposts. There are seven ranges: Central Range at Bangalore, Eastern Range at Davanagere, Northern Range at Belagavi, Southern Range at Mysore and Western Range at Mangalore, North Eastern Range Kalaburgi, Ballari range. The government Railway Police is headed by a ADGP of Police.[55]

Units that assist the state in law and order include Criminal Investigation Department (Forest Cell, Anti-Dowry Cell, etc.), Dog Squad, Civil Rights Enforcement Wing, Police Wireless and Police Motor Transport Organization and special units. Village Defence Parties protect persons and property in the village and assist the police when necessary. The police force is at times supplemented by Home Guards.

Politics[edit]

Karnataka politics is dominated by the Bharatiya Janata party (BJP).

In recent election conducted in May 2018 BJP emerged as single largest party with 104 seats leaving behind INC with 79, JDS with 38, BSP with 1 and other 2 independent seats. While B. S. Yeddyurappa went ahead with the intention of making the government and requested the governor to allow him to form a government without the numbers though. Governor allowed him to take oath as Chief Minister on 17 May 2018 although his happiness was short-lived, as SC struck down 2 weeks of time provided by the governor for the floor test to just 2 days. He was forced to resign unable to prove the majority. After his resignation H. D. Kumaraswamy was sworn in as the Chief Minister on 23 May 2019 with absolute majority support from Congress total of 117.

In later bypolls JDS+Congress combine won 4 out of 5 seats 3MP & 2 MLA seats making the numbers up by 119.

On 23 July 2019 the government headed by H. D. Kumaraswamy fell short of majority in the trust vote due to the resignation of 17 MLAs from the Congress and the JDS.

B. S. Yeddiyurappa once again took oath as the chief minister for the 4th time on 26 July 2019.

    Karnataka to deliver government services at citizens’ doorsteps

    On Tuesday, the Karnataka Cabinet approved the doorstep delivery scheme ‘Janasevaka’. A website, http://www.janasevaka.karnataka.gov.in, has been launched,  where citizens can request for the services. The requests can be made through phone too, on 08044554455 (Sakala call centre).

    The initiative follows a similar scheme by the Delhi government.

    In Karnataka, the project was launched on a pilot basis in T Dasarahalli Assembly constituency last February. In the first phase, the project will be launched in Bommanahalli, Rajajinagar and Mahadevapura constituencies. Later, the government plans to extend it to 27 Assembly segments in Bengaluru city. Based on the experiment in Bengaluru, the service will be extended to Mysuru, Mangaluru and Hubballi-Dharwad.

    After launching the project, Chief Minister B S Yediyurappa said, “Janasevaka project under the Sakala scheme is a program to provide the benefits of government schemes at your doorstep. The project will pertain to 53 services involving 11 departments. Our objective is to make the lives of the citizens of Karnataka easy by launching this scheme.”

    Speaking to Indianexpress.com, Varaprasad Reddy, project director of Janasevaka, said, “The citizens can call Sakala call center (08044554455) and request for a service. The call center executive will explain the details of the service, like the documents required,  fee etc. The Janasevaka (delivery executive) will be mapped to the location of the home and collect the necessary documents.”

    “A flat service fee of Rs 115 will be charged by the Sahayaks for each successful application submission. Once the application is processed by the department concerned, the Jana Sevaka will deliver the certificate/NOC/Permission/Licence etc. to the citizen’s home,” explained Reddy.

    Jana Sevaka is also available as a mobile application. The citizens can download the ‘Mobile One’ App of the Karnataka government from Android Play Store or Apple Store.

    Around 100 services of Bruhat Bengaluru Mahanagara Palike (BBMP), health and family welfare department, revenue department, Karnataka police department, senior citizen card, Karnataka building and other construction workers welfare board are available under this scheme.

    Schemes for older persons:

    Old age Homes:State Govt. extend the financial assistance to NGOs to establish and implement Old Age Homes to take care of the elderly persons providing all the basic amenities including Health care protection to life etc.,

    Monthly Pension scheme for older person (Implemented by Revenue Dept.):

    Rs. 400/- is provided as monthly pension to needy elderly persons to maintain themselves

    Eligibility Criteria:

    1. He / She should be 65 years or more in age.

    2. The combined annual income of the proposed pensioner and his or her spouse shall not exceed Rs.20,000/- as certified by the local revenue authority.

    Help Line for Senior Citizens:

    Help lines are established at 14 places in the State i.e., Bangalore, Mysore, Hubli-Dharwad, Gulbarga, Mangalore & Belgaum Davangere, Raichur, Bellary and Shimoga with the help of Police Dept. and NGO’s to redress the grievences of senior citizens who are in distress. (other 4 help lines)

    Day Care Center for Senior Citizens:

    Day care centers are established at Bangalore, Hubli-Dharward, Gulbarga and Belgaum corporation areas. The main objectives of Day Care center is to maintain well being of older persons, to provide social and emotional services, recreation, Health care etc.,

    Identity Cards for Senior Citizens:

    The Deputy Director Women & Child Development Department of the concerned district will identify NGOs to issue Identity Cards to Senior Citizens. The NGOs can collect Rs. 25 towards issue of Identity Cards to Senior Citizens.

    Procedures:
    Senior Citizen who require Identity card should submit prescribed application form along with 2 photographs, Age proof and Address Proof to the agency identified for issuing the ID Cards. For more information please contact District Disabled Officer in the concerned District.

    Sandhya Surkasha Scheme (Implemented by Revenue Dept.):

    Govt. order No. RD/97/MST/2007, Dated: 2-07-2007. The purpose of the scheme to provide financial assistance in the form of social security pension.
    The Senior citizens shall be eligible for pension of Rs.400/- per month under this scheme if she / he satisfy the following conditions.

    1.He / She should be 65 years or more in age.

    2.The combined annual income of the proposed pensioner and his or her spouse shall not exceed Rs.20,000/- as certified by the local revenue authority.

    3.If the income is declared by beneficiary himself / herself, the income of Adult children need not be counted for calculation of the income of the proposed social security pensioner

    4.The total value of combined deposits held by the pensioner and his spouse shall not be exceeding Rs.10,000/-.

    5.The beneficiaries who are availing old age pension, Destitute widow pension or physically handicapped pension or any other form of pension from public or private sources are not eligible for this scheme.

    6.The beneficiaries under this scheme will be chosen from the following categories.

    a.Small farmers
    b.Marginal farmers
    c.Agricultural labourers.
    d.Weavers
    e.Fishermen
    f. Laborers from unorganized sector but it shall not applicable to person covered under the Building and other construction workers” (Regulation of Employment and conditions of services) Act 1996.

    Concessional Bus Pass:

    Elder persons above the age of 65 living in Karnataka are eligible to avail concessional monthly bus passes in KSRTC also Senior Citizens eligible to avail 25% concessions in Bus fare for which they travel.

    Sevasindhu is one stop shop to provide government related services and other information to the citizens. It is an integrated portal, to provide government services for the community which can be a very powerful tool to bridge the digital divide in the state, be it with the Government and the citizens, Government and the Businesses, Departments within the Governments etc.

    The Service delivery centre can use this portal to provide citizen centric services to the community by setting up a kiosk at the villages and cities. The aim of Sevasindhu is to make government services more accessible, cost-effective, accountable and transparent.

    How to book slot under Karnataka Janasevaka Scheme?

    There are three ways to book slot under Karnataka Janasevaka Scheme. Beneficiaries of the scheme have to book slot in order to avail the services under the scheme.

    • First visit the official website of the scheme at janasevaka.karnataka.gov.in.
    • On the home page there will be an option called book slot. Click on that option.
    • You will be redirected to booking page.
    • On the booking page, select the service you want to avail.
    • Check the fees for the service you want to avail.
    • There will be a supporting document list, check it carefully.
    • Check the slot time availability.
    • Enter your name, mobile number and residential details.
    • Select the appointment date and time.
    • Click on book slot option.

    • To book slot through call centre, first call on toll-free number 08044554455.

    • The call will be attended by an executive.
    • You will be asked to select the service you wish to avail.
    • The details regarding the selected service will be explained by the executive. The details will include the service type, fees, documents required, date available and more.
    • Now you will have to confirm the service type and slot will be booked under your name.
    • You will get an OTP on your registered mobile number. You will have to provide the OTP to Jana Sevaka at service delivery time.
    • After confirming the OTP and verifying your name. Jana Sevaka will provide you the designated service.
    • Concerned officials will visit the home of the applicant at the given time.
    • You will have to provide the OTP at the time of the service delivery for verification and confirmation.
    • You will be assisted by the executive to fill the application service.
    • The department fee and other service fees will be collected by the executive. For the service, you will receive the acknowledgement slip.
    • At the end, the documents will be delivered at the place of the citizen.

    Via mobile app

    • To avail the services via mobile app, first you have to download the Karnataka mobile one app.
    • Login the app and then click on Jana Sevaka.
    • You will have to choose from the services given on the app.
    • The list of services will appear on your screen.

    The remaining process is the same as the call centre process, your slot will be booked and you will get an OTP which is to be verified at the time of delivery.

Public health care systems, social protection and pensions for this ageing populace is going to be big issues for governments around the world.

    In India, the elderly population is estimated to reach 30 crore by 2050. There a many schemes that the government of India has in place for senior citizens. In this article, we list out five of them for you or the elderly in your lives.

    1. Senior Citizens Saving Scheme (SCSS)

    • This is a government-backed savings instrument offered to Indian residents above the age of 60.
    • The deposit matures in five years and can be extended once for an additional three year period.
    • One can avail this scheme either through a public/private bank or through the Indian Post office.
    • interest rate for January to March 2019 has been set at 8.6 per cent and is reviewed by the government every quarter.
    • The accrued interest is compounded and credited quarterly.
    • A minimum deposit of Rs 1,000 and a maximum of Rs 15 lakh can be made via this scheme.
    • Investments made under this scheme are eligible for tax exemptions.
    • If, for some reason, you wish to withdraw money before the scheme matures, then there will be a penalty charge of 1.5 percent of deposit amount deducted in case the withdrawal is before two years, and 1 per cent after two years.

    2. Pradhan Mantri Vaya Vandana Yojana (PMVVY)

    • The scheme is managed by the Life Insurance Corporation of India (LIC).
    • Under this scheme the beneficiary is assured of 8 per cent per annum return on the deposit. The ‘pension’, or the return will be payable for a period of 10 years and the beneficiary has the option of choosing the tenure of payment.
    • One can subscribe to this until 30 March 2020.
    • Under this scheme there is a cap on the amount that can be invested, an individual can invest upto Rs 15 lakh and a minimum of Rs 1,000.
    • The scheme has no tax benefits.
    • In case of death of the beneficiary before the completion of the tenure, the principal amount will be credited to the nominated beneficiary’s account.
    • This scheme also has the provision for a premature exit in case of critical illness of self or spouse. In such a case 2 per cent will be withheld as a penalty charge.

    3. Varishta Pension Bima Yojana

    • Launched by the LIC, this scheme provides its beneficiaries with a steady 8 per cent per annum interest rate for a period of 10 years.
    • Unlike other schemes, one doesn’t have to go through any medical check-ups to avail its benefits.
    • This scheme, however, has a lock in period of 15 years.
    • If the policyholder is diagnosed with a critical illness then one can make an early withdrawal.
    • Under this scheme the beneficiary will also get tax exemptions.
    • If for some reason you are not satisfied with the scheme then you have 15 days from the start date to cancel it.
    • You can opt to get the pension payout monthly, quarterly, half-yearly or annually.
    • This is a single premium policy and the premium will vary depending on the pension amount you want.
    • Single premium of Rs 6,66,665 enables the policyholder to receive Rs 5,000 per month and an annual premium of Rs 6,39,610 affords the pensioner a sum of Rs 60,000 per annum.

    4. Rashtriya Vayoshri Yojana (RVY)

    • Launched in 2017 by the Ministry of Social Justice & Empowerment of Government of India.
    • This scheme is only available to those senior citizens who are below poverty line, that is, are BPL cardholders.
    • Senior citizens suffering from low vision, hearing impairment, loss of teeth, and locomotor disability will be provided with assisted-living devices.
    • A committee chaired by the Deputy Commissioner or District Collector with the help of the State governments identifies those who are eligible for this scheme.
    • 30 per cent of the beneficiaries from each district will be women.
    • Walking sticks, elbow crutches, walkers, hearing aids, wheelchairs, and artificial dentures are some of the aids that are provided under this scheme.
    • The scheme will be implemented in 260 districts and benefit almost 5 lakh plus beneficiaries in 2019-2020.

    5. Indira Gandhi National Old Age Pension Scheme

    • Introduced in 2007 by the Ministry of Rural Development of India, this scheme is popularly known as National Old Age Pension Scheme (NOAPS).
    • This scheme provides social assistance benefits to senior citizens, widows, and those with disabilities.
    • Under this scheme the beneficiary will receive a monthly pension.
    • The interesting part about this scheme is that it is a non-contributing scheme, which means that the beneficiary does not have to contribute any amount to receive the pension.
    • The beneficiary must be a BPL cardholder and have no regular source of financial support from any other source.
    • If the beneficiary is between 60 to 79 years old, a monthly amount of Rs 200 is given and for those above 80 years, a sum of Rs 500.
    • The pension amount will be credited to the bank account as furnished by the beneficiary or post office account.

Karnataka to deliver government services at citizens’ doorsteps

On Tuesday, the Karnataka Cabinet approved the doorstep delivery scheme ‘Janasevaka’. A website, http://www.janasevaka.karnataka.gov.in, has been launched,  where citizens can request for the services. The requests can be made through phone too, on 08044554455 (Sakala call centre).

The initiative follows a similar scheme by the Delhi government.

In Karnataka, the project was launched on a pilot basis in T Dasarahalli Assembly constituency last February. In the first phase, the project will be launched in Bommanahalli, Rajajinagar and Mahadevapura constituencies. Later, the government plans to extend it to 27 Assembly segments in Bengaluru city. Based on the experiment in Bengaluru, the service will be extended to Mysuru, Mangaluru and Hubballi-Dharwad.

After launching the project, Chief Minister B S Yediyurappa said, “Janasevaka project under the Sakala scheme is a program to provide the benefits of government schemes at your doorstep. The project will pertain to 53 services involving 11 departments. Our objective is to make the lives of the citizens of Karnataka easy by launching this scheme.”

Speaking to Indianexpress.com, Varaprasad Reddy, project director of Janasevaka, said, “The citizens can call Sakala call center (08044554455) and request for a service. The call center executive will explain the details of the service, like the documents required,  fee etc. The Janasevaka (delivery executive) will be mapped to the location of the home and collect the necessary documents.”

“A flat service fee of Rs 115 will be charged by the Sahayaks for each successful application submission. Once the application is processed by the department concerned, the Jana Sevaka will deliver the certificate/NOC/Permission/Licence etc. to the citizen’s home,” explained Reddy.

Jana Sevaka is also available as a mobile application. The citizens can download the ‘Mobile One’ App of the Karnataka government from Android Play Store or Apple Store.

Around 100 services of Bruhat Bengaluru Mahanagara Palike (BBMP), health and family welfare department, revenue department, Karnataka police department, senior citizen card, Karnataka building and other construction workers welfare board are available under this scheme.
