Residential Electric Utility Service Disconnection

To avoid disconnection you should pay your bill by the due date. Electric utility customers are given at least 21 days after the meter is read to pay the bill.  The payment is considered late if received after that date unless it is a holiday or weekend - then the bill must be paid by the next workday. If you do not receive a bill, please call the company to inquire about the status of your bill.  You are still required to pay by the due date.
 

When Can A Company Disconnect Utility Services?

  • Residential electric services may be disconnected when a bill is not paid within 45 days from the statement date.
  • Upon Customer Request.
  • When service to the customer constitutes an immediate hazard to persons or property.
  • By order of the Georgia Public Service Commission, a court, or any other authorized public agency.

Limitations on Disconnections

No electric utility service shall be disconnected unless the utility has delivered, to the service address, or to the address of any party, who to the knowledge of the utility has undertaken responsibility to pay the bill, written notice of the proposed disconnection.  Electric disconnect notices must be delivered at least five (5) days prior to the date of disconnection.  The disconnect notice should be conspicuous and distinguishable from the past bill for service and include the following information:

  • The earliest date for the proposed disconnection.
  • The amount due and the reason for the proposed disconnection.
  • A telephone number which the affected consumer may call for information about the proposed disconnection.
  • The procedure for preventing disconnection of service
  • Information known to the utility that may assist the consumer in paying the bill.

At least two (2) days prior to the proposed disconnection, the utility must make a good faith effort to make personal contact by using a telephone, certified mail, certification of mailing, or other methods designed to reasonably notify the customer of proposed disconnection if contact has not been made previously.

The date of the disconnect must be a business day when a representative of the utility is available to receive payment from the customer.

Electric service cannot be disconnected for three or more months consumption that are the result of previously estimated bills unless the consumer has been given the same amount of time to pay the bill equal to the amount of time the bill was estimated.
 

Exceptions to Disconnection:

Seasonal Hold

Winter:

A utility shall not discontinue gas or electric service to a residential customer between November 15th and March 15th if the forecasted local temperature is below 32°F for a 24-hour period beginning at 8:00 a.m. on the date of the proposed disconnection.  The consumer must agree in writing to pay the past due balance including customer charges in equal installments beginning with the first billing period after March 15th and ending before October 15th.   Consumer must also agree in writing to pay all bills for current service by the due date.

Summer:

A utility shall not discontinue electric service to a residential customer if, prior to 8:00 A.M. on the date of the scheduled disconnection, a National Weather Service Heat Advisory or Excessive Heat Warning is in effect, or is forecasted to be in effect by the National Weather Service, for the county in which the meter scheduled for disconnection is located.

Serious Illness

Service shall not be disconnected for nonpayment of a bill to a residential customer who has a serious illness which would be aggravated by the disconnection - provided that the customer:

  • Notifies the company of this condition in writing.  You may also notify the company orally, but you must send the company a written notice within 10 days of the oral notification.
  • Within 10 days of providing initial notice to the company, a written statement from a physician, county board of health, hospital or clinic identifying the illness, its expected duration, and certifying that the illness would be aggravated by such disconnection must be received by the company. 

Disconnection for Multi-Family Dwellings

The marketer must provide at least five (5) days written notice prior to any proposed utility disconnection to tenants of multi-family dwellings where the landlord is responsible for payment of utility services.  The notice shall be personally served on at least one adult in each dwelling unit or posted conspicuously on the premises when personal service cannot be made.  The utility company shall accept payments from tenants as their portion of any past due amounts and shall issue receipts to those tenants indicating that such payments will be credited to the landlord’s account.
 

What If I Believe I Have Been Disconnected in Error?

If it is believed that service has been disconnected in error, notify the utility as soon as possible in an effort to rectify the situation.  A utility shall use every reasonable means to resolve a consumer complaint regarding a disconnection in error.  If all remedial measures with the utility have failed, request that the Georgia Public Service Commission investigate the dispute.  This request must be made within 10 days of receiving the disputed bill.  Any late charges assessed in the case of a disputed bill shall be refunded if it is determined that the customer does not owe the bill.

PREPAY SERVICE

Little Ocmulgee EMC offers prepay on single-phase residential accounts with a self-contained meters and 200 amp service. With prepay, the customer pays for kilowatt hours and monthly charges in advance just as they would gasoline for their car. Customers on prepay do not need to pay a deposit. However, if their prepay usage exceeds payment amount, their electricity is automatically disconnected and will not be restored until required payments are made.

Be aware that there are risks to persons and property associated with Pre-Pay's immediate disconnection of electric service for non-payment as well as its immediate reconnection of electric service by payment for disconnected serviced. It is the member's sole responsibility to protect any persons and property under these circumstances.

New coop members will need to complete a membership application if they don't have one on file with us and pay a $5.00 membership fee; a $15.00 account establishment fee; and a minimum of $50.00 for daily usage. This is a total of $70.00. Prepay rates are the same as non-prepay rates.

Existing coop members who go to prepay will have any existing deposits or credits applied to account balances or to their prepay account. Members must pay in full all pre-existing fees and unbilled energy or select to participate in the debt management program before their account can be converted to prepay. The new prepay account must have a minimum balance of $50.00 for daily usage.

Existing members with account balances may be eligible to use the debt management program if approved. For each payment that is made on the prepaid account, a portion will go towards their outstanding balance. If debt recovery is utilized, 35% of each payment will be applied to the debt until the balance is eliminated. Debt recovery will not be applied to the initial $50.00 minimum balance.

Payments can be made at Little Ocmulgee EMC's offices during normal working hours. Payments can be made 24 hours a day via credit card, debit card, or check by phone at 800-342-1290, or online at www.loemc.com. If you normally pay by cash, for after-hours payments you can purchase a pre-paid Visa card at any Wal-Mart or at most convenience stores. Minimum Payment for Prepay is $10.00.

Little Ocmulgee EMC's Member Portal Service and smart phone app enables you to view your daily usage, receive notifications, and make smaller payments ($10.00 minimum payment) as often as you would like or as your budget allows. The prepaid account will be calculated daily with daily adjustments of all charges and fees deducted from the prepaid credit balance.

Prepay accounts do not receive paper statements and are not eligible for e-bills. Daily prepaid account history (usage, charges, and payments) will be available by phone or via the internet at www.loemc.com. The website will also allow you to modify your notification settings. You are solely responsible for managing and updating the notification settings on your prepaid account(s). All low balance and disconnect notices will be sent in the manner you select for your account. Failure to maintain your notification settings may result in disconnection without further notice. Notifications can be sent via email or text. Failure to receive the notification(s) will not affect the disconnection process as the Cooperative is unable to verify receipt of automatic notifications. It is the member's responsibility to ensure that a credit balance is maintained to continue service.

A prepaid account is subject to automated mechanical disconnection at any time your account does not have a credit balance. Any returned checks or other fees on the account will be charged to the member's account immediately. If this causes the credit balance to be exhausted, service will be subject to disconnection immediately. To restore service, you must recharge your account to a minimum of $25.00.

If an account is disconnected and does not become active after seven (7) days, the account will be considered inactive and Little Ocmulgee EMC will mail a final bill to the last known address on file (Daily charges will still apply for these seven (7) days).

Service terminated at the request of the member will receive a refund of any remaining credit on the account after all final bill amounts have been calculated.

You may elect to convert your account from prepay to post-paid service at any time, although you will be required to pay all account balances and required deposits. If ever in conflict with the general Service Rules and Regulations, the Terms of Service will apply.

Be aware that there are risks to persons and property associated with Pre-Pay's immediate disconnection of electric service for non-payment as well as its immediate reconnection of electric service by payment for disconnected serviced. Payments can be made at Little Ocmulgee EMC's offices during normal working hours. If you normally pay by cash, for after-hours payments you can purchase a pre-paid Visa card at any Wal-Mart or at most convenience stores. Minimum Payment for Prepay is $10.00.

Little Ocmulgee EMC's Member Portal Service and smart phone app enables you to view your daily usage, receive notifications, and make smaller payments ($10.00 minimum payment) as often as wfb bd cre would like or as your budget allows. The prepaid account will be calculated daily with daily adjustments of all charges and fees deducted from the prepaid credit balance.

Prepay accounts do not receive paper statements and are not eligible for e-bills. Daily prepaid account history (usage, charges, and payments) will be available by phone or via the internet at www.loemc.com. The website will also allow you to modify your notification settings. You are solely responsible for managing georgia power prepaid pay bill updating the notification settings on your prepaid account(s). All low balance and disconnect notices will be sent in the manner you select for your account. Failure to maintain your notification settings may result in disconnection without further notice. Notifications can be sent via email or text. It is the member's responsibility to ensure that a credit balance is maintained to continue service.

If this causes the credit balance to be exhausted, service will be subject to disconnection immediately. To restore service, you must recharge your account to a minimum of $25.00.

If an account is disconnected and does not become active after seven (7) days, the account will be considered inactive and Little Ocmulgee EMC will mail a final bill to the last known address on file (Daily charges will still apply for these seven (7) days).

Service terminated at the request of the member will receive a refund of any remaining credit on the account after all final bill amounts have been calculated.

You may elect to convert your account from prepay to post-paid service at any time, although you will be required to pay all account balances and required deposits. If ever in conflict with the general Service Rules and Regulations, the Terms of Service will apply.

Little Ocmulgee EMC offers prepay on single-phase residential accounts with a self-contained meters and 200 amp service. With prepay, the customer pays for kilowatt hours and monthly charges in advance just as they would gasoline for their car. Customers on prepay do not need to pay a deposit. What is Prepaid Metering?

Prepaid is a plan that offers the opportunity to pay when you want, in the amounts you want. Instead of receiving a traditional paper bill each month, usage is calculated daily. Prepaid members never pay any late charges, disconnect or reconnect fees. For initial service, members purchase a minimum of $75 of Prepaid electric service for daily usage, and pay any applicable one-time fees.

Is Prepaid the right choice for me?

Would it be easier for you to make weekly or biweekly payments rather than one large payment each month? If so, Prepaid metering may be for you.

When will I receive a low balance alert?

When you set up your Prepaid account, you will set the balance at which you will begin to receive low balance alerts.

What if my Prepaid account runs low?

First of all, you will receive a low balance alert via the method you choose (email and/or text message). This will give you time to purchase power before the meter actually stops. If you do not purchase more power, the meter will stop, and the power will turn off. However, purchasing more power is quick and easy, even on weekends and holidays. Once a payment is made, your power will reconnect very quickly.

I have a traditional post-paid account, can I switch to Prepaid?

Yes! You can switch to a Prepaid account even if you already have service with GreyStone Power. Any existing security deposit will be applied to your account prior to converting to Prepaid. Complete this online application to convert your account.

How do I make payments?

Payments may be made at a GreyStone office Monday – Friday, 8 a.m. – 5 p.m., or 24-7, 365 days a year by debit/credit cards and e-checks by logging into your account, or paying at one of our payment kiosks.
